He did reload sir ice, only once. When Clarence Boddicker and his rifle-canon toting goons stormed the abandoned factory. As i remembered correctly, he reloaded after zeroing in his sights for his pistol.

What I mean is he never reloads when he is in a gunfight with 10 or more tangos.
