looks like a major violation of the Rules of Engagement. it seems that the targets were unarmed. Not even resisting.
or maybe thats a raid on a military base and all iraqi presence were considered hostile. There wasn't much of a firefight so i guess its a chance encounter and they wasted everyone they saw.

In the caption from where I got the video, it says that the insurgents were setting up a mortar to attack US forces. Unknown to them they were being watched by US personnel using thermal imagers.
